Power of Attorney
The certification of Thai nationals’ signature in a power of attorney and a letter of consent.
***Non-Thais’ signature can only be certified in the case of a letter of consent for their child’s Thai passport request. For other purposes, please see certification of non-Thai nationals’ signature
The certification of Thai nationals’ signature must be done only in presence of the Embassy officer. Applicants are not to sign on the power of attorney in advance.
***Each power of attorney can only be presented to one authority. Therefore, please study the details of the authority and the amount of power of attorney that you need to request and present. Please duly prepare the documents that need to be attached with your intended power of attorney and prepare an additional copy of each document for the legalisation application form which needs to be collected by the Embassy.***
Procedure and required documents for a power of attorney request (+ a legalisation application form)
Required documents

- General form for purposes such as
- requesting a copy of birth certificate/ attestation of birth
- requesting a letter of marital status certification/ certificate of celibacy
- legalising documents at the Department of Consular Affairs, Ministry of Foreign Affairs of Thailand or the offices of the Ministry of Foreign Affairs and at the Embassy of Belgium/Luxembourg in Thailand
- requesting a letter of certification ( child custody – Por.Kor. 14) ( together with 2 copies of the child’s birth certificate )
- Land power of attorney (TD 21/ท.ด.21) form (together with 2 copies of the land title deed)
- Condominium power of attorney form( Condo 21/อ.ช.21) (together with 2 copies of the condominium title deed)
- A letter of consent form(Download) (Giving the child permission to request a Thai passport (the other parent must accompany the child) ) + a copy of the child’s birth certificateand other relevant documents such as a certificate of name change
- A letter of consent and power of attorney form (Authorising a person in Thailand to take the child to request a Thai passport and visa) + a copy of the child’s birth certificate and other relevant documents such as a certificate of name change

Examples of document preparation
- If you wish to authorise Mr A. to request a copy of your birth Certificate at the District Office on your behalf ( one place) , you will need to prepare the following documents:
- 1. A power of attorney form 1 document
- 2. your own documents as a power grantor ( a copy of Thai ID card, Thai passport, Thai House registration and other relevant documents: 1 copy of each document)
- 3. Mr A.’s documents as an authorised person (a copy of Thai ID card, Thai passport, Thai House registration and other relevant documents: 1 copy of each document)
- 4. A legalisation application form to file your request at the Embassy , together with an extra copy of documents in item 2. and item 3. to attach with the application form
- 5. fee: 15 euro per power of attorney
- If you wish to authorise Mr A. to request a copy of your birth Certificate at the District Office and legalise such a document at the Department of Consular Affairs, Ministry of Foreign Affairs of Thailand as well as at the Belgian Embassy in Thailand on your behalf ( three places in total) , you will need to prepare the following documents:
- 1. 3 power of attorney forms
- 2. your own documents as the power grantor ( a copy of Thai ID card, Thai passport, Thai House registration and other relevant documents: 3 copies of each document)
- 3. Mr A.’s documents as the authorised person (a copy of Thai ID card, Thai passport, Thai House registration and other relevant documents: 3 copies of each document)
- 4. A legalisation application form to file your request at the Embassy , together with an extra copy of documents in item 2. and item 3. to attach with the application form
- 5. fee: 45 euros (15 euro per power of attorney)

Letter of consent for a child’s Thai passport request ( Thai and non-Thai parent)
The certification of Thai nationals’ signature in a power of attorney and a letter of consent.
***Non-Thais’ signature can only be certified in the case of a letter of consent for their child’s Thai passport request. For other purposes, please see certification of non-Thai nationals’ signature
The certification of Thai nationals’ signature must be done only in presence of the Embassy officer. Applicants are not to sign on the power of attorney/letter of consent in advance.

- Documents of the consent giver
- 2 copies of the valid (Thai) I.D. card (certified “True Copy” and signed)

Certifying genuine signature of the officer of the Ministry of Foreign Affairs ( MFA) of Belgium/ Luxembourg
- for documents issued by the Belgian/Luxembourg authorities or in Belgium/Luxembourg such as Birth certificate, Death certificate, Marriage certificate, and Divorce certificate that shall be used in Thailand OR
- for documents that need to be legalised by the Thai Embassy for their legal effect such as adoption documents
- In terms of translation, the Embassy does not require translation in particular. However, it is the applicant’s responsibility to check with the (Thai) authority/agency where the document will be presented. If the authority in charge requires a translated version of such a document in Thai, documents must be processed as follows :
- such documents must be translated by a sworn translator (see the current list of translators here) , and the translator will have to attach the original and translated versions together and place the translator’s stamp at the upper left hand corner where documents are attached.
- Next, the translated version must be legalised at the Ministry of Justice (MOJ) of the country where the translator is registered
- If the original documents are issued in Belgium, and the translator is registered in Belgium, the translated version must be legalised at the Ministry of Justice of Belgium
- If the original documents are issued in Luxembourg, and the translator is registered in Luxembourg, the translated version must be legalised at the MOJ of Luxembourg
- If the original documents are issued in Luxembourg, and the translator is registered in Belgium, the translated version must be legalised at the MOJ of Belgium
- After that, take the originals to legalise at the MFA of the country where the documents are issued and take the translated versions (that have been legalised by the Ministry of Justice) to legalise at the MFA of the same country as the MOJ ( apostilles in a sticker paper version only ** a digital version is not accepted)
- ***The document may be translated from local languages into Thai. However, the document have to be translated into Thai again and certified correct translation at the Department of Consular Affairs, the MFA of Thailand.
The Consul will certify genuine signature of the MFA officers only (The content of the document is not certified).
- After the legalisation at the Royal Thai Embassy, the document must be legalised again at the office of the Ministry of Foreign Affairs of Thailand ( click here for more information and click here to see the office where legalisation service is offered) before presenting it to the Thai authority.
Prepare the following documents to submit a legalisation request:
- A Legalisation application form and indicate the amount of apostilles that needs certifying
- An original documents that has been legalised by the MFA of Belgium/ Luxembourg (apostilles in a sticker paper version only * a digital version is not accepted )
- (If any) a translated version that has been legalised by the Ministry of Justice and the MFA
- A facsimile/ an exact photocopy (recto-verso) of no. 2 ( and no. 3)

The certification of non-Thai nationals’ signature
The Royal Thai Embassy is not allowed to directly certify the genuine signature of non-Thai nationals.
Belgian and Luxembourgish nationals wishing to sign Thai documents or documents that need to be used in Thailand (e.g. power of attorney) need to do the following:
- A document (the signature must be certified by a notary or a Mayor/Burgemestre) + a copy of passport
- Legalise such documents at the Ministry of Foreign Affairs of the Belgium/Luxembourg in a sticker/paper version. ( The Embassy does not accept a digital version)
- Legalise the legalisation apostille certified by the Ministry of Foreign Affairs at the Royal Thai Embassy in Brussels by preparing documents as followed:
- no.1: A Legalisation application form and indicate the amount of apostils that needs certifying
- no.2: An original document and a copy of passport that has been legalised by the MFA of Belgium/ Luxembourg ( apostils in a paper version only) * a digital version is not accepted
- no.3 :(If any) a translated version that has been legalised by the Ministry of Justice and the MFA
- no.4: A facsimile/ an exact photocopy (recto-verso) of no. 2 ( and no. 3)
- Fees : 15 euros per apostille
The Consul will certify genuine signature of the MFA officers only (The content of the document is not certified).
Procedure for Thai documents to be used in Belgium/Luxembourg
Documents issued in Thailand or by the Thai authority may need certifying “True copy” and legalisation before being used abroad.
- Request documents or a copy of documents such as Birth Certificate, Attestation of Birth, Marriage certificate, Divorce Certificate, or Child Custody (Por.Kor.14) at the District Office/ the concerned authority
- Bring the document to legalise at the office of the Ministry of Foreign Affairs of Thailand (click here for more information and click here to see the office where legalisation service is offered)
- Contact the Belgian/Luxembourgish Embassy regarding document legalisation which may include translation by the translator/ translation office certified/recognised by the Embassy. The translation may be in Dutch, French, German, or English, depending on the requirement of the local authority in Belgium/Luxembourg. However, some documents can be requested in English at the District office in Thailand.(Click here to see more details)
- Bring the document to legalise at the Belgian/Luxembourgish Embassy
- Send/ present the document at the local authority in Belgium/Luxembourg ( Some Belgian/Luxembourgish Administrative authorities may anew require a translation by the sworn translation registered in Belgium/Luxembourg. If the legalisation by the Thai Embassy is further required, applicants may request it at the Royal Thai Embassy in Brussels- See information below)

Legalisation of documents legalised by the Thai Ministry of Foreign Affairs
The Consul at the Royal Thai Embassy in Brussels will certify the signature of the Thai MFA officer
- A legalisation application form indicating the number of documents
- Original documents legalised by the Thai MFA
- An exact copy of the original documents (both pages)
- Fee: 15 euros per document

Importation of human ashes to Thailand
Thailand has no restrictions on bringing the ashes of family members to conduct traditional funeral ceremony. However, in order to avoid any inconvenience that may be caused during the travel, the concerned relative who will transport the ashes may prepare documents issued by the relevant authorities in Belgium/Luxembourg and the Royal Thai Embassy as follows:
- A copy of the deceased’s ID card or passport
- A copy of death certificate
- (In case of Thai nationals) Relatives have to first declare that Thai person’s death to the Thai Embassy in order to obtain a Thai death certificate (Please see information on https://www.thaiembassy.be/2021/08/24/death-certificate/?lang=en)
- (In case of non-Thai nationals) A death certificate issued by the Belgian/Luxembourgish authority ( in the four-language International Convention format comprising of Dutch, French, German, and English) that has been legalised by the Foreign Ministry of the respective countries.
- Permit for the transport of human ashes (remains) / Permis de transport de cendres issued by the Belgian/Luxembourg authority
- other documents such as an attestation letter/a certificate of the cause of death issued by the doctor or the hospital or cremation document
- An attestation letter of no restrictions on importing human ashes to Thailand issued by the Royal Thai Embassy
- Please prepare the following documents to file a request for the attestation letter at the Royal Thai Embassy:
- A copy of the deceased’s ID card or passport
- A copy of death certificate
- (In case of Thai nationals) Relatives have to first declare that Thai person’s death to the Thai Embassy to obtain a Thai death certificate ( Please see information on https://www.thaiembassy.be/2021/08/24/death-certificate/?lang=en)

Fingerprint collection for police clearance certificate
The Royal Thai Embassy cannot issue this document. Besides, it can be requested in Thailand with a power of attorney.
Documents to bring in order to collect the fingerprints:
- A Legalisation application form
- 3 identity size photos in colour
- 3 copies of the Thai/Foreign identity card
- 3 copies of the Thai/Foreign passport
- 3 copies of Thai House registration (for Thais)
- 3 copies of the document that indicates the purpose of police clearance use and the authority
Procedure:
- Bring the above-mentioned documents
- Come to the Royal Thai Embassy for the fingerprint collection
- Request a power of attorney to assign someone in Thailand to undergo the procedure on your behalf/ submit your documents directly to the relevant authority in Thailand

Letter of confirmation for land purchase (Foreign spouse)
A Thai national who has a non-Thai spouse ( both De jure and De facto/ registered or unregistered) will have to abide by the regulations of the Department of Land if that person wishes to purchase land in Thailand. In the presence of the authorised officers, both parties must sign a letter, in written, confirming that the money spent on the purchase of land is wholly the personal property (Sin Suan Tua) alone, not the matrimonial property (Sin Son Ros).
*** If the non-Thai spouse is residing aboard and cannot be present to sign the letter in person, that person has to contact the notary, the Embassy, the Consulate, or the authority that is authorised to certify genuine signature.
Procedure
- Non-Thai spouse’s signature certification
- Complete the letter of confirmation for land purchase (Foreign spouse) in Thai and/or English as appropriate and and proceed with “Non-Thais’ signature certification” on https://www.thaiembassy.be/2022/02/11/non-thais-signature-certification/ . Once the document is successfully processed, the Thai spouse will have to sign this document in the presence of a land officer ***However, there is no need to make an appointment for a “legalisation” service at the Embassy if the Thai spouse cannot also sign the letter in person. ( Please proceed with No. 2 below)
- Thai spouse’s signature certification
- Bring the letter in No.1 to sign in the presence of the Land officer if the Thai person can sign in person ,or
- If the Thai person cannot sign the letter in person, bring the same in No.1 to certify the Thai spouse’s signature at the Royal Thai Embassy by selecting “Document Services -Letter of confirmation for land purchase (Foreign spouse)”. The Consular Officer will certify the Thai spouse’s signature and certify the signature of the officer of the Ministry of Foreign Affairs ( MFA) of Belgium/ Luxembourg in the same service (*** The Thai person must sign the document in the presence of the Consular Officer only.)

- 3.4 An exact copy/ facsimile of no. 3.2 and no. 3.3 (together with a legalisation Application form no. 3.1)
