Thai Passport
Passport Application (latest update on 5 May 2020)
Applicants must come to the Royal Thai Embassy in person for the passport application and may expect 4-6 weeks for the new passport.
Required documents for Thai-national aged 20 years and above
- A completed Passport application form (download here)

- Original Thai ID card and a copy ( if you do not have a Thai ID card, please see the “Criteria for passport issuance” below)

- In case of passport loss, a police report which clearly indicates the loss of your Thai passport and passport number is required.

***Remarks***
- Applicants who were not born in Thailand, have not possessed 13-digit Identification number and have not been registered in a Thai House Registration (Tabian Baan) will only be permitted to apply for their first passport. Application for a second passport requires that the applicant be registered in a Thai House Registration (for more information, please contact passport.brs@mfa.go.th)
- Applicants aged below 20 years must be accompanied by both their parents. In case only one parent is present, please provide the following documents :
- Child Custody Form (Por Kor 14) and a copy; or
- Divorce Certificate and a copy; or
- Death Certificate of the deceased parent and a copy; or
- The original Letter of Consent by the absent parent issued no more than 6 months and a copy of the parent’s Thai ID card (the Letter of Consent can be requested at the Department of Consular Affairs and the District Office in Thailand or at the Royal Thai Embassy/Consulate-General in the country where the parent resides).
Criteria for passport issuance
1. Minors aged below 7 years old
1.1 Minors aged below 7 years old
- Already in possession of a Thai Birth Certificate
- Never have a Thai passport
- Never been registered in the Thai House Registration
Answer = Applicants can only request the first Thai passport.
1.2 Minors aged below 7 years old
- Already in possession of a Thai Birth Certificate
- Already had the first Thai passport
- Never been registered in the Thai House Registration
Answer = Applicants cannot request a new passport unless they are registered in the Thai House Registration.
Suggestion = The Thai parent should register the minor in his/her Thai House Registration or make a power of attorney to authorise relatives in Thailand to do so.
(Please consult the procedure with the officer at your District Office)

2. Minors aged from 7 years old but not over 20 years old
2.1 Minors aged from 7 years old but not over 20 years old

Answer = Applicants can only request the first Thai passport.
If you wish to request the next passports, the Thai parent must register the minor in his/her Thai House Registration and request the first Thai ID card ( which can only be requested in Thailand)
2.2 Minors aged from 7 years old but not over 20 years old
- Already in possession of a Thai Birth Certificate
- Already had the first Thai passport
- Never been registered in the Thai House Registration
- Never have a Thai ID card
Answer = Applicants cannot request a new passport.
Suggestion = The Thai parent must register the minor in his/her Thai House Registration and request the first Thai ID card ( which can only be requested in Thailand) in order for the applicant to be eligible to apply for a new passport.
2.3 Minors aged from 7 years old but not over 20 years old
- Already in possession of a Thai Birth Certificate
- Already had the first Thai passport
- Never been registered in the Thai House Registration
- Never have a Thai ID card but are studying abroad
Answer = Applicants can request a new passport by providing a student status certificate/attestation issued by their institution
– The certificate/attestation must be in English or Thai. If it is in other languages than the two mentioned, it must be translated by a sworn translator and duly legalised. Please consult the procedure on https://www.thaiembassy.be/2021/08/24/legalisation/?lang=en.
Suggestion = The Thai parent should register the minor in his/her Thai House Registration or make a power of attorney to authorise relatives in Thailand to do so.

2.4 Minors aged from 7 years old but not over 20 years old
- Already in possession of a Thai Birth Certificate
- Already had the first Thai passport
- Already been registered in the Thai House Registration
- Already have a Thai ID card but the title does not correspond with the current title/ is not updated (For the case of applicants aged from 15 years old) . As stipulated by law, the title of both boys and girls will be changed.
Answer = The Thai ID card must be renewed (see: https://appointmentthaiembassybrs.simplybook.it/v2/#book ), and then applicants will be eligible to request a new passport.
3. Applicants aged over 20 years old
3.1 Applicants aged over 20 years old
- Already in possession of a Thai Birth Certificate
- Already had the first Thai passport
- Never been registered in the Thai House Registration
- Never have a Thai ID card
Answer = Applicants cannot request a new ordinary passport unless they are registered in their Thai House Registration and request the first Thai ID card ( which can only be requested in Thailand).

3.4 Applicants aged over 20 years old
- Never have the first Thai passport
- Have been registered in the Thai House Registration
- Never have a Thai ID card
Answer = Applicants can only request the first ordinary Thai passport (5-year validity).
If you wish to request the next passports, they must request the first Thai ID card ( which can only be requested in Thailand)
3.5 Applicants aged over 20 years old
- Have had Thai passports before
- Have been registered in the Thai House Registration
- Have a Thai ID card but the card has not expired more than 3 years and the personal information can be found on the system
Answer = Applicants can request a new passport if the picture on the system can be identified/matches the applicants.
Suggestion = Also make an appointment online for ID card renewal
3.6 Applicants aged over 20 years old
- Have had Thai passports before
- Have been registered in the Thai House Registration
- a Thai ID card has expired for long time and the personal information cannot be found on the system
Answer = Applicants cannot request a new passport, since a new ID card is required ( renewal can only be done in Thailand). (*EP/ETD) or applicants can consult with passport.brs@mfa.go.th for more details about such a case.

Thai Identity Card renewal
This service is reserved only for Thai nationals residing in Belgium and Luxembourg whose Thai ID card will expire in less than 60 days ;
- has expired
- has been damaged
- has been lost. *** In case of card loss, a police report which specifies the detail of “the loss of Thai ID card” is required.
Applicant must be present at the Embassy with a prior appointment for the renewal. The required documents are to be prepared as follows:
- A duly completed ID card request form Click here
- A current Thai ID card+ a copy (The old card must be returned to the Embassy)
- A Belgian/Luxembourgish residence card/ ID card+ a copy
- A copy of Thai passport ( or other Identity documents issued by the Thai authority that has a picture of the holder such as a driving license)
- (If applicable) A copy of Thai Marriage certificate ( in case of marriage in Thailand) or a Family Registration document (Kor.Ror 22/ค.ร.22) in case of marriage abroad
- (If applicable) A copy of Thai Death Certificate of spouse
- Fee:
- free of charge in the case of card expiry, validity less than 60 days, and change in information on the card
- 5 euros in the case of card loss
**If the card has not yet expired, applicants may renew an ID card only within the period of 60 days before the card expiry**
**However, the Embassy cannot renew or issue the card in the cases as follows:
- The first card request
- Those whose name is registered in the Central House Registration
- Those who have not been issued a 13-digit ID number
- Those whose information is not found or is conflicting the database of the Ministry of Interior
- Those who wish to change details such as title, name, or surname that does not correspond to the current database of the Ministry of Interior

Birth Certificate
Application for a Thai Birth Certificate
Birth Registration form Download
- Concerns:
- children born in Belgium or in the Grand Duchy of Luxembourg
- of a Thai parent (father or mother)
- Documents to provide :
2.1 Concerning the child :
-
- a) International Birth Certificate (in 4 languages), legalized by the Ministry of Foreign Affairs of Belgium or Luxemburg ( both digital and sticker versions are accepted)
- b) A copy of the birth declaration delivered by the hospital with the following details :
- first name and last name of the child
- weight of the child at birth
- date and time of birth
- name and address of the hospital
- the document should contain a letterhead indicating the hospital details or the stamp or signature of the doctor or the hospital personnel.
- c) Identity documents in the case that the child also holds other nationalities.
- d) If the child is over 10 years old on the date of registration, pictures of the child with the Thai parent over the past must be presented.

- if married in another country, the marriage certificate has to be translated into English Thai and legalized by the relevant Embassy.
- If unmarried, the child born to a Thai father and a non-Thai mother is ineligible to apply for a Thai citizenship unless a scientific proof of biological parenthood such as a DNA test is provided.
- If unmarried, the child born to a Thai mother and a non-Thai father is eligible to apply for a Thai citizenship. The child can bear the same surname as his/her mother. If the parent wishes the child to have the non-Thai father’s surname, a letter of consent from the father is required. (Click here for the form and duly sign)

Death Certificate
Documents to provide :
Death Declaration form Download
- International death certificate, legalized by the SPF of Foreign Affairs of Belgium or the Ministry of Foreign Affairs of Luxembourg
- Declaration of death issued by the hospital
- A copy of the deceased person’s Thai ID card, passport and residence certificate (Tabian Baan)
- A copy of the declaring person’s ID card
Remarks :
The death declaration of death delivered by the hospital must provide the following information (any missing information may be a reason for the declaration to be refused) :
- Cause of death
- If the deceased person died in a hospital, please provide the duration that the person was hospitalized prior to his/her death
- If the deceased person died in a residence, please provide the duration that the person resided in the place prior to his/her death
- An attestation regarding the deceased person’s cremation or burial
- Last know address of the deceased person
- Occupation of the deceased person
Authorisation to bring the ashes to Thailand
a) International death certificate
→ To be legalized at the Ministry of Foreign Affairs (rue des Petits Carmes 27, 1000 Brussels)
b) A copy of of the Thai identity card of the deceased

Marriage Certificate
The Royal Thai Embassy in Brussels may issue marriage certificates to Thai citizens that reside in Belgium & Luxembourg
1. Basic conditions

- The couple applying must come to apply for a marriage certificate by mail.
- One of the parties applying for a marriage certificate must be a Thai citizen

- Thai national ID card and/or valid passport (of both spouses) (Original plus 1 copy)
- Thai house registration which has the 13 digit ID number of the individual applying (1 copy)
- Belgian ot Luxembourg ID

- Wait for a confirmation of the appointment from Royal Thai Embassy staff.

The couple shall receive their marriage certificate on the same day.

Divorce Certificate
The Royal Thai Embassy in Brussels may issue marriage certificates to Thai citizens that reside in Belgium & Luxembourg
- The divorce must be by mutual consent.
Required documents for divorce registration :

- Divorce settlement agreement
- Original marriage certificate which has an official seal from the district office in Thailand (if it is not available, then you must request a copy with the official seal first)
- Thai national ID card and/or valid passport (of both spouses) (Original plus 1 copy)
- Thai house registration which has the 13 digit ID number of the individual applying (1 copy)
- Belgian ot Luxembourg ID Card.
Two witnesses for divorce registration must submit:

- Thai identification cards (for Thai nationals)
- Passport (for other nationals)

Processing
- Prepare all of the necessary documents.

Military Draft Deferment
Registrant Enrollment and Military Draft Deferment for Thai students who are studying abroad (Belgium and Luxembourg)
Every Thai male citizens is required by law to join military draft when;
- Turning 18 years old, one has to enroll for registered status by presenting birth certificate or Thai identity card and a copy of Thai House Registration document to local Registrar (Military Personnel Recruitment) in person. If one cannot present the documents by oneself, authorization can be passed to someone who is of a legal age (over 20 years old) to enroll on one’s behalf. If one failed to enroll or no authorized person enrolled on his behalf, one will be regarded as violating the Registrant Enrollment.
- Completing 21 years old, one has to join military draft locally, where one is registered to according to House Registration document. For Thai male citizens who are studying in Belgium or Luxembourg can apply for Military Draft Deferment by presenting these documents;
- 1. A letter from the university/educational institution confirming enrollment stating;
- 1.1. Name and surname of student
- 1.2. Field of study (current status/major/faculty/university/country)
- 1.3. Dates enrolled and expected graduation date
- 1.4. Length of study program (provide proof from university/educational institution)
- 1.5. The original letter from the university/educational institution must be officially certified by Ministry of Foreign Affairs Belgium/Luxembourg.
- 1.6. A letter from the university/educational institution must be translated into Thai language and signed to acknowledge that translation is accurate. (students can translate and sign by themselves)
- 2. A copy of the Certificate of Registrant (Sor Dor 9) and a copy of Military Summon Letter (Sor Dor 35) (if there is one)
- 3. A copy of Thai House Registration document
- 4. A copy of Thai Identity Card (if there is one)
- 5. A copy of Thai Passport
- 6. Certificate issued by Royal Thai Embassy Brussels; obtain by submitting the request at Royal Thai Embassy Brussels in person with documents in 2.1, 2.4 and 2.5.
- 7. Prepare all the documents listed above (2.1 to 2.6) and submit to local Registrar or authorize someone who is of a legal age to submit on one’s behalf.
- 1. A letter from the university/educational institution confirming enrollment stating;
- After graduation, one has to join the first available military draft.
